IAY scheme is for giving benefit to the shelterless people, says Luckyson

As the Bharat Nirman Campaign held at Khangshim village in Chandel District entered second day today the morning session had Shri Luckyson ADM/PD, DRDA Chandel as the main speaker, the topic being rural housing (IAY).

He said the duty of the state is to ensure welfare of the people. Indira Awaj Yojna is a flagship programme launched by the Government to provide shelter to the shelterless people.

Too many programmes launched by the Government lay wasted as the people are ignorant of all these programmes launched for them. Awareness comes through information, he said adding such campaign launched by the PIB will be helpful in making all realise what the government is doing for them. He appealed to all to locate any place where there are any homeless people. Helping hand will come to them, he added.

He said the list of IAY beneficiaries is framed by local bodies. If the members of the local bodies attempt to include the families of their relatives who are well to do, that is a wrong step. Preference should be given to widows, whose widowhood has crossed three years, physically and mentally challenged persons and transgendered persons in the selection of beneficiaries under the scheme.

He informed the gathering that houses under the scheme should be constructed by the beneficiaries themselves. The houses thus constructed under the scheme should last not less than 30 years. Construction cannot be done in a haphazard manner. Quality cannot be compromised. There should be no room for contractor or middle men in the construction of IAY houses, he also said. The area to be occupied by IAY house is 20 sq meters. The IAY beneficiaries are also entitled to receive loan amount to the tune of Rs 20,000 at the rate of Rs four per anum. IAY beneficiaries are also entitled to receive toilet facilities for the houses alone cannot provide comfort to the dwellers. Such houses constructed under the scheme will also be electrified under RGGVY scheme. In case there is no electricity connection solar lamp facilities will be provided.

A listener complained there is interference from the higher ups and the list approved by the local bodies is changed every now and then. Shri Luckyson said your observation might be based on hearsay.

A pensioner said, he has retired from the Government service. He said during his life time he could not enjoy even a single benefit from all these beneficiary programmes launched by the Government. “Can I enjoy IAY benefit”, he asked. Luckyson said you are a lucky man you are getting pension from the Government there are thousands, who are not getting anything. Imagine the plight of those, who do not have even a small house.

The session ended with the questions put by the speaker to the listeners.

Earlier Smt. Premlata Loitam MCO, PIB gave the welcome address. She also spoke about the various welfare schemes launched by the Government of India for the up liftment of the masses.
