GOVERNMENT COMMITTED TO PROTECT INDIGENOUS PEOPLE OF THE STATE: CM

Imphal, July 31, 2017 (DIPR):Chief Minister Shri N. Biren Singh said that the government is taking serious concern on the issue of the illegal migrants and would assess and discuss carefully the issue of illegal migrants in the State. This was stated by him on the day 10 of the ongoing Budget Session of the 11th Manipur Legislative Assembly. Replying to the question raised by MLA R.K. Imo on the steps taken up by the Government to check the influx of illegal migrants in the State and the recent agitation by the student organizations, Chief Minister said that the government would look into the provisions given under the Constitution to check the influx of illegal migrants in the State. He assured the House that the government would identify the number of migrants living in the State, would check the electoral rolls and spot verification would be done on the issue. If illegal migrants are detected during the verification process, he/she will be deported instantly, he added. He appealed the student organizations to call off the current agitation regarding reservation of seats at eight Assembly Constituencies for indigenous people of the State.

Replying to the starred question raised by MLA Shri D. Korungthang, on whether there is any plan for infrastructure development of Tengnoupal Police Station, Chief Minister Shri N. Biren Singh said that the Government is making assessment of the infrastructure of Police Station of newly created Tengnoupal District. He informed the house that the total number of 177 police personals excluding Superintendent of Police is performing their duty in the district. He further said that the Chief Ministers of the Border States including Manipur had a meeting with the Home Ministry, Government of India and discussed to deal seriously in connection to the border areas and strengthen the Police Stations located at Border areas of the country. The infrastructure development of the Tengnoupal PS would be proposed in the next meeting, he assured.

Chief Minister Shri N. Biren Singh said that health is one of the focus areas of the new government so that people would live their lives with healthy body and mind. Mass drives against illegal sale of drugs and liquor have been conducted by the Police and other concerned departments. Despite of being a dry State, large quantity of liquor has been confiscated viz. 11,000 litres and 8,000 litres of foreign and local liquor respectively during the mass drives against intoxicants in the State recently. The government seeks the support of the people and consensus of all the MLAs is needed to prohibit the sale and production of liquor in the State, he added. Chief Minister said that the issue of production of liqour is of serious concern and we all should stand together and take a unanimous decision on the ban of liquor in the State. He assured that mass drives against illegal drugs and liquor would continue in future.

He lamented that the number of widows who have lost their husbands due to the substance abuse and alcohol is increasing considerably in the State. The government is planning to introduce various schemes to provide livelihood for these widows, he added. He appealed the people of the State not to intervene or overpower the police during raids against drugs, liquor, illegal trade of arms etc. Despite The Manipur Liquor Prohibition Act 1991, the production of local liquor is still practising in many villages of the State. There are certain flaws and limitations in The Manipur Liquor Prohibition Act 1991 like the Act permits the production of liquor for customary purposes, so the Act need to be discussed thoroughly and would amend if necessary.

Replying to a calling attention motion moved by MLA Shri K. Meghachandra, Deputy Chief Minister Shri Y, Joykumar said that 5 people have died due to the consumption of local brewed liquor recently and 71 people have been admitted in different hospitals. Among the 71 persons, 24 persons are still in serious condition and hospitalized in Raj Medicity and Shija Hospitals. FIR has been lodged against two persons in connection with the case, he added. He further stated that the concrete reason for the cause of poisoning of the liquor is not yet known.

During a starred question raised by MLA Shri S. Bira Singh on the number of Sangai in Keibul Lamjao and any measures taken up to save Sangai from extinction, Minister for Forest and Environment Shri Th. Shyamkumar said that total number of Sangai in Keibul Lamjao as per the survey conducted in the year 2016 is 260 which have increased from 27 in the year 1985. The demarcation of the boundary of Keibul Lamjao National Park is still in process and will be completed soon, he added. He maintained that to protect and save Sangai, methods and measures such as electric or solar fencing would be constructed after consultation with NGOs and officials of the Department, from illegal poaching of endangered Sangai.

Shri Th. Shyamkumar who is incharge of MAHUD said that 11 wards of Imphal Municipal Corporation and 5 towns of the State have been declared as Open Defecation Free areas by the Government of India. The 5 towns are Kakching Municipal Council, Moirang Municipal Council, Bishnupur Municipal Council, Nambol Municipal Council and Lilong Imphal West Nagar Panchayat. He stressed that 1130 latrines have been constructed in the State so far. This was stated by the Minister on replying to the query raised by MLA Nambol Shri N. Loken Singh on the cleanliness measures under the Swachh Bharat Mission in Imphal and other towns of the State. Minister further said that the Ministry of Housing and Urban Development have increased the Central share in providing financial assistance to construct the latrines to Rs. 10,800 which was earlier fixed at Rs. 4,000.

During the question and answer session, Shri Th. Shyamkumar said that the Government of India under the Mission Organic Farming North East has released an amount of Rs. 8.37 crore for 2015-16, Rs. 7,36,78,500 for 2016-17 and Rs. 8,94,21,000 for the year 2017-18. A total of 230 clusters have been identified for organic farming in the State. He further said that the Government has taken up certain measures and awareness of the environmental benefits of organic farming to the farmers of the State. (DIPR)

  1. The protecting of indigenous people is a genuine need of the hour. However, the State Government has not brought out a White paper, as it has not done any homework. The mechanisms for protecting the indigenous people are in many forms. We are told that Hill people of Manipur are already having a land protection system in place. So they are not bothered about ILP. If there is similar land protection system in place in Arunachal Pradesh , why have they adopted ILP?
