Imphal, September 12, 2017 (DIPR): People of Churachandpur district accorded a grand civic reception to Chief Minister Shri N. Biren Singh at Hiangtam Lamka Public Ground, Churachandpur today.
Cabinet Ministers, Parliamentary Secretaries, MLAs, Churachandpur ADC Chairman and Members, top civil and police officers of the State Government were also present at the glittering function.
Thousands of people from different parts of the district converged at the ground to witness the event and accord their warm welcome to the Chief Minister.
It was Shri N. Biren’s third visit to the district ever since he was sworn-in as the Chief Minister on March 15, 2017.
Addressing the mammoth gathering, the Chief Minister announced that the State Government is taking up various developmental works worth around Rs. 300 crores in Churachandpur and Pherzawl Districts.
He further said that the State Government had also sent proposals for various developmental projects amounting to Rs. 386 crores to the Central Government for the district.
Stating that as the Government had been able to revive the hill-valley emotional integrity in a short period of five months, the Chief Minister said that the State Government’s next focus would be bringing egalitarian development in all parts of the State.
He also said that all the development projects would be monitored by District Level Monitoring Committees at the district level to ensure transparency and effective implementation.
Expressing his Government’s full support to the demand for opening of a Hill Campus of Manipur University at Churachandpur, the Chief Minister assured to pursue the matter with Union Human Resource Development Minister Shri Prakash Javadekar. Shri N. Biren also said that he had already thoroughly discussed the initiative with the Vice-Chancellor of the varsity as well.
Regarding the demand for setting up of a BEd College in the district, Shri N. Biren said that the matter would be deliberated with the Education Minister, political leaders and officials concerned.
The Chief Minister further announced that some new courses would be introduced in the Government colleges of Churachandpur as per the wish of the people and students of the district.
He further announced that the Government has a proposal to open a Medical Institute at Churachandpur as well. However, the matter requires approval from Medical Council of India (MCI), he added.
Regarding drinking water, the Chief Minister said that the State Government had sent a proposal of Rs. 159 crore to NLCPR to provide piped drinking water to the people of Churachandpur district headquarters and adjoining villages by using the water of Khuga Dam.
In line with Prime Minister Shri Narendra Modi’s mission of providing piped drinking water to all the people of the country by 2022, the State Government is putting in effort to translate this mission into reality in the State as well.
The water supply plant at Songtal being developed an estimated cost of Rs 4.8 crore is nearing completion, and another plant is also being taken up under PHED Zone-III of the district at an estimated cost of Rs. 6.2 crore.
The Government would also take up rain water harvesting schemes as a means to resolve the problem of water scarcity, he added.
Confiding that road construction works would be commenced after the rainy season, the Chief Minister said that the State Government had sent a DPR worth Rs. 58 crore to NLCPR for the construction of Henglep road.
The Chief Minister also assured the people of Churachandpur to develop Behiang as the second gateway to Manipur under Government of India’s Act East Policy. The State Government is trying to open a check post in the village, he said and added that Rs. 33 crore had been included in the budget to develop Churachandpur-Behiang road.
Shri N. Biren also said that a DPR is being developed by National Highways and Infrastructure Development Corporation Limited (NHIDCL) for the construction of a road from Jiribam to Mizoram along the border.
The Chief Minister further said that staff quarters of Government employees would be constructed in all the hill districts soon.
He also said that five high mast lights would be installed at various pockets of Churachandpur district headquarters soon.
He also stated that Rs. 35 crore had been earmarked in the budget for the StartUp Project for the benefit of youths of the State.
Earlier, different communities of the district welcomed the Chief Minister by presenting their traditional dances.
Ministers Shri Th. Biswajit, Shri L. Jayantakumar and Shri Karam Shyam and Hill Area Committee Chairman Shri TT Haokip also spoke at the occasion.
