Imphal, July 24, 2017, DIPR: The Manipur Legislative Assembly unanimously passed four Demands of Grants amounting to Rs. 14,05,89,62,000 on the fourth day of the second session of the 11th Manipur Legislative Assembly today.
The demands are Demand No. 6. Transport for a sum not exceeding Rs 14,30,54,000/-, Demand No. 8 – Public Works Department for a sum not exceeding Rs 1011,17,89,000/-, Demand No. 37 – Fisheries for a sum not exceeding Rs 35,52,47,000/- and Demand No. 44 – Social Welfare Department for a sum not exceeding Rs 344,88,72,000/-.
Opposition MLAs Shri K. Meghachandra Singh, RK Imo Singh, K Ranjit Singh and Surjakumar Okram, Shri Th. Lokeshwar Singh, Okram Henry Singh, Kh. Joykishan Singh, Md. Abdul Nasir, Md. Fajur Rahim, N.Loken Singh, Km.Ak. Mirabai Devi participated in the Discussions and Voting on Demands for Grants of the demands.
During discussion on demand No.6, the Oppositions MLAs raised the issues of Slow progress in renaming Imphal International Airport as Bir Tikendrajit International Airport, Lack of proper traffic regulation in Manipur, inability to implement teh Manipur Transport policy properly etc. During discussion on demand No.8, the Oppositions MLAs raised the issues of Failure to maintain all State Highways and MDR, ODR and National Highways roads under the PWD, Lack of proper policy to widen all State Highway Roads and MD and ODR Roads, Lack of proper policy for construction and maintenance of roads and bridges, irregularities in promotion and designation of engineers, failure of the government to speed up the national highway works, etc. During discussion on demand No.37, Oppositions MLAs who participated in the discussion raised the issues of inadequate fish production, inadequate measures and steps to compensate the fish farmers affected by the recent flood, lack of proper policy to compensate the fish farmers affected by the recent flood, lack of proper plan to save indigenous fishes, etc.
During discussion on demand No.44, the Oppositions MLAs raised the issues of Misuse of Old Age Fund, Failure to implement a definite policy for welfare of PwDs, Failure to implement a definite policy for construction of Anganwadi Centres etc.
However, following clarifications from the concerned Ministers, the Opposition MLAs withdrew their cut motions and the demands were passed unanimously.
Replying to motions raised by opposition MLAs regarding proposals for road repairing works in their concerned Assembly Constituencies under the Central Road Fund, Works Minister Shri Th Biswajit Singh said funds for the CRF is presently under active consideration of the Prime Minister’s Office. Regarding the Imphal-Jiribam Highway, the Minister said restoration work of the highway is underway at the cost of Rs 145.75 crore with the National Highway Infrastructure Development Corporation Limited. He continued once the restoration work is complete, it will be followed by strengthening process.
Stating that the PWD has constituted a Work Advisory Board, Minister Biswajit said that the present government wants a balancing development in the State and will never neglect any area.
In her clarification to motions raised by the Opposition MLAs, Social Welfare Minister Smt Nemcha Kipgen said in order to bring transparency in the distribution of old age pension in the State, a Direct Benefit Transfer has been introduced under which the beneficiaries will received their pension through their accounts.
Minister Nemcha Kipgen also said that the concerned DCs and District Social Welfare Officers have been strongly instructed to make the list of deceased beneficiaries of old age pension and to submit the report within this month.
Fisheries Minister Shri N Kayisii said as suggested by the MLAs, a proposal for Fish Market in the Imphal Urban area will be made to the government soon.
Deputy Chief Minister Shri Y. Joykumar, who was in charge as leader of the House in the absence of the Chief Minister during the evening session today, said there are at present 4 recognised driving schools in the State. He also said that Institute of Driving and Research Centre at Yaralpat has been approved by the Centre at a cost of Rs. 12 crore.(DIPR)
