Imphal, May 2, 2017 (DIPR): With the objective of ensuring gainful Employment, Housing and providing treated tap drinking water to each of the household in the state within the period of five years starting from 2017-18 onwards, the State Cabinet today decided to launch State Mission on employment, housing and drinking water for each household by 2022.
The decision was taken at the State Cabinet Meeting which was chaired by Chief Minister Shri N. Biren Singh at the Cabinet Hall of Chief Minister’s Secretariat. The mission will be based on three pillars of Community Mobilization, Transparency and Universal coverage with the primary focus on cluster based approach. The mission is to be implemented by leveraging funds from the funding window of different Ministries of Central Government under various Centrally Sponsored Schemes (CSS). The mission aims to provide 100 percent employment, housing and treated tap water which is to be ensured in selected cluster of villages covering all the Blocks of Manipur.
The mission is proposed to be implemented in five phases, with the total tentative targets of covering around 7,50,000 households for providing gainful Employment, 86,000 households for Housing and 4,63,620 households for treated drinking water. The targeted number of households for Employment, Housing and Piped Drinking Water in each phase are 1,50,000, 17,200 and 92,724 respectively.
The Mission would comprise of a Governing Council to be headed by the Chief Minister, an Executive Council to be headed by the Chief Secretary and District Executive Council with Deputy Commissioner concerned as the Chairperson. The Mission would also have a Cluster Level Monitoring Committee to be headed by the concerned MLAs as the Chairman. The formal launch of the Mission would be held in the month of June this year.
At present, there are over 7 lakh educated unemployed youth in the State having a population of about 28 lakh with approximately 5.07 lakh households. About 1 lakh households are dependent on Government services or Government related activities and an additional around 60,000 households may have come out of medium income group. The focus group for enhancing the income level through of gainful employment would be about 3.47 lakh households.
As per Census 2011, for Households by condition of Census houses occupied by them, the total number of Households living in dilapidated condition house is 23,510 out of total households of 5,07,152 while 2,74,551 and 2,09,091 households live in good and liveable condition houses respectively. Out of the total households 3,35,752 households are in rural area while the remaining 1,71,400 are in urban area.
Manipur is seriously lagging behind other States in terms of water supply infrastructure development as well as proper operations and maintenance of existing infrastructure. As a result, Manipur is among the worst performers with regard to total households having access to drinking water source with premised in the north-eastern region with coverage of just 16% of the total households in the State. Out of the total rural households of 3,35,752 in the State, 15,529 households are having piped water connection. In the case of urban households, 28,000 are having access to piped water connection out of total urban households of 1,71,400. (DIPR)
