TRAFFIC POLICE FOR TRAFFIC MANAGEMENT IN STATE: CM

Imphal, 4th August, 2017 (DIPR): Chief Minister ShriNongthombamBiren Singh said Traffic Police has one Superintendent, two Additional SPs, one DSP, one Inspector, seven SI (Male), 15 ASIs, 10 Head Constables and 81 police constables.

Replying to a Starred question No. 83, Chief Minister Shri N.Biren who holds the Home portfolio said the Traffic Police has the responsibility of traffic management in the entire State especially in Greater Imphal Area.

The Chief Minister also said that the Traffic Police has no power to register FIRs or conduct investigation. They only issue traffic receipts and hand over the case to the police.

In reply to another Starred question No. 91, the Chief Minister said the Shirui Lily Festival was celebrated as a State level festival this year and will be organized annually. He was replying to a question raised by Opposition MLA Shri Alfred Kanngam Arthur on whether the government has any plans to improve and conduct the Shirui Lily Festival ever year in the same way as Sangai Festival.

Replying to a Starred question No. 82 raised by Opposition MLA ShriSurjakumarOkram, Health Minister Shri L.Jayantakumar Singh said there is plan to carry out various tests free of cost in the government medical colleges/hospitals and that there are seven District Hospitals, one Sub-District Hospital, 17 CHCs, 54 PHCs and three UPHCs that have started the scheme testing.

He also said that the entire expenditure for the scheme would be borne by the Central Government.

Regarding fund that has been sanctioned/released so far for the scheme, he replied that Rs.7.8 crore in Supplementary Record of Proceedings (RoP) of Financial Year 2015-16 andRs.3.0 crore in Record of Proceedings (RoP) of Financial Year 2016-17 under National Health Mission, Manipur.

In reply to a Starred question No 86 raised by Opposition MLA Shri Alfred Kanngam Arthur, the Chief Minister said the outlays for plan and other related activities in hill areas as per Article 275 (1) of the Constitution are reflected under Demand No 14 of Dept. of TA and Hills. In addition, the budgetary outlays of all other Departments under the government, both developmental as well as non-developmental expenditure contains allocation for hill areas in their respective Demands.

Replying to another Starred question No. 87 regarding engagement of employees after superannuation, the Chief Minister said as a policy, government discourages frequent re-engagement of employees after superannuation.

However, retired employees are engaged, in specific cases, keeping in mind the need and availability of technical expertise and of persons having requisite knowledge and experience in the subject, he said. As of now, 51 employees are re-engaged after retirement.

In reply to another Starred question No 89 raised by Opposition MLA ShriKh. Joykisan, the Chief Minister said his recent visits to hill districts are aimed at giving a thrust to attentions of the Government at development of hill areas. Such visits also facilitate, at the highest level review and monitoring the progress of works/schemes/projects taken up in the districts and further improvement in the programmes/projects/works undertaken in hill areas, he said.

PHE Minister LosiiDikho, in his reply to a Starred question No. 90, raised by MLA ShriK.Meghachandra, said that the number of Water Supply Scheme funded under NLCPR for the last 10 years is seven in Senapati District and five in Ukhrul and that the number of Water Supply Schemes funded under NEC for the last 10 years in Senapati District is one and in Ukhrul district is two.
